Jackson council adopts second-reading budget amendment for Hook & Cook, park fencing and SCIIP payment; advances related amendments

The Town Council of the Town of Jackson adopted the second reading of Ordinance 25-10 on July 15, 2025, amending the fiscal year 2024–25 budget to account for Hook & Cook festival income and expenses, installation of fencing at Harvey Park and payment for the first construction draw on the SCIIP grant. Mayor Pro Tem Michael Bates reviewed the ordinance before the council voted.

The ordinance alters line items to reflect festival revenue and capital work tied to the town’s SCIIP-funded project, the Town said during the meeting. Councilmember Todd Etheredge moved to approve the second reading and Councilmember Kenny Teuton seconded; the motion carried unanimously with all six members present voting yes.

Council also advanced Ordinance 25-11 on first reading, a separate budget amendment to provide for an additional SCIIP construction payment, engineering fees, a hydraulic pump for the water department and a new police laptop. Councilmember Kenny Teuton moved and Councilmember Clay Holley seconded the motion to approve first reading; the motion passed unanimously. First reading does not enact the budget changes; a further reading or other required steps remain before changes are final.

Chief Ryan Sparling noted during committee reports that the police department is preparing other equipment purchases and procurement steps (surplus firearms will be put out for bid), but the council did not vote on those procurement items at this meeting.

The council’s next regular meeting is scheduled for Aug. 12, 2025.
