The Village of Lake Odessa Council unanimously approved a series of resolutions and ordinances at its Jan. 21, 2026 regular meeting, including setting a public hearing for the FY 2026–2027 budget and millage rates.
Taken together, the council adopted Resolutions 2026-02 through 2026-09 and Ordinance 2025-07 by roll call votes. President Karen Banks called for roll call on each measure and each passed 7-0. Actions included approving the appointment list (Res. 2026-02), authorizing the Clerk/Treasurer to execute grant documents related to Grant 26EX11831 (Res. 2026-03), and establishing a public hearing date for the fiscal year 2026–2027 budget and millage rates (Res. 2026-04).
The council also selected Bendzinski & Co. Municipal Finance Advisors as the registered municipal advisor for potential 2026 capital improvement bonds (Res. 2026-05), approved use of the municipal beach to stage a paddle board, kayak, and canoe race on Jordan Lake on June 6, 2026 (Res. 2026-06), authorized purchase of trash receptacles from Polly Products (Res. 2026-07), referred proposed zoning ordinance text amendments on building design standards to the planning commission for public hearing (Ordinance referral 2026-08), and approved a quotation for removal of trees in advance of the 2026 Street Improvement Program (Res. 2026-09). The council also adopted Ordinance 2025-07 to amend Section 36-66 of the Village code regarding minor site plan amendments.
Each motion was moved and seconded as recorded in the meeting minutes and carried unanimously by the seven members present after Trustee Martha Yoder arrived at 7:08 p.m. The minutes show the following primary movers and supporters across those items: Ben DeJong, Neena Rush, Bob Green, Mike Brighton, Martha Yoder and Roy Halfmann were recorded as mover or supporter on various measures. The motions and roll-call tallies are recorded in the council minutes.
Why it matters: Setting a public hearing for the FY 2026–2027 budget is the formal step that begins public consideration of next year’s spending plan and millage rates; selecting a municipal advisor is a preparatory step for issuing capital improvement bonds that would fund projects; approval of tree removal, procurement, and ordinance changes will affect upcoming street work, downtown development review processes and public events.
The council did not record extended debate on these items in the minutes; all votes were unanimous. The minutes show the council will set a timeline for manager transition at a future meeting. The council adjourned at 7:58 p.m.
