Early in the meeting Council member Bryan Bargen moved, and Council member Jeff Jack seconded, to remove the Pow Wow Street Closure Request from consent for separate discussion. Council member Andrew Ysker then moved, and Jeff Jack seconded, to approve the agenda and the remaining consent agenda as presented; the motion carried, 4–0.
Consent items listed in the minutes included approval of bills and payroll (check ranges recorded), approval of March 12 Utilities Commission minutes and March 16 City Council minutes, approval of a resolution authorizing a Pow Wow raffle, and a resolution authorizing a DNR grant application. City Administrator Michael Mueller reported that the personnel policy was tabled for further review and is scheduled to return to the council on May 4, 2026.
