The Deephaven City Council authorized Stantec to begin design, geotechnical investigation and preparation of plans and specifications for the 2026 street improvement program.
Engineer Steve Hegland described a phased approach that targets about three miles in a base area with additional alternate areas that can be added depending on bids and funding. The construction estimate for the full recommended package is in the $3–$4 million range; Stantec’s engineering proposal to take the project through bidding is $268,204 (roughly 7.4% of a $3.5 million assumed project), which staff said is consistent with prior projects of this scale.
Council members asked how staff selected project areas and urged consolidation where possible to reduce contractor mobilization costs. One council member pushed for explicitly including more of the most‑failed road segments and for plans that allow staff to shift alternates into the base project if bids or priorities change. Hegland said the designs will allow for alternates, mill-and-overlay where cost‑effective and further geotechnical testing to refine assumptions.
The council voted to authorize the engineering work so staff can move into design, collect geotechnical data and prepare bid documents with the intent to advertise in winter and bid in early 2026.
