At a special meeting the Wilbur Planning Commission voted to approve proposed findings of fact for petition 26 0 1 (Philponen) and amended the motion to correct a municipal-code citation.
The chair opened the session and staff advised the commission that the Board of Works will hear several appeals of the underlying permit and requires the commission’s written findings and minutes as part of the record. A staff member said, "These are the findings if you wanna add, delete, any corrections, can expedite moving this forward." Another staff member added that "it needs your minutes from be from February and it also needs the written findings." The guidance framed the commission’s review as primarily procedural: preparing a record for the Board of Works rather than creating new appeal remedies.
A committee member moved to approve the findings of fact for petition 26 0 1 (Philponen); the motion was seconded. During discussion a member noted a scrivener’s error in a cited section number and said it "should read section 150.104 and not 1 4 0." The mover amended the motion to incorporate the correction; the amendment was seconded.
A voice vote produced unclear results and the chair ordered a roll-call vote. The roll call recorded 'aye' responses from Schultz, Perry, Gallagher, Hanna and Metz and at least one 'no' was recorded; the commission announced the motion carried. The commission concluded its special-meeting business and adjourned.
The commission’s approved findings and the February minutes will be provided to the Board of Works for its review of the appeals. The Board of Works is the body identified in the meeting as responsible for issuing written opinions on the pending appeals. No dates for the Board of Works hearings were specified in the meeting record.
