Commission approves road permits, accepts RAISE grant and authorizes several road-related purchases

The Big Horn County Commission on Aug. 5 approved multiple road-related items, accepted notice that a RAISE grant for Orchard Bench Road has been approved, and authorized county purchases to support maintenance and data collection.
Leonhardt of the county Engineering/Road & Bridge department presented right-of-way permits for Shell on 4th Street, Lane 45, Crystal Creek Road east of Lovell, and Lane 8 east of Cowley. Commissioner Bruce Jolley moved to approve the permits and directed that the Shell permit be filed with a letter clarifying the county has no jurisdiction over Shell roads; the motion was seconded and carried.
Leonhardt reported that the U.S. DOT RAISE grant for Orchard Bench Road has been approved and that design work will begin this fall or winter with an anticipated project completion in 2029. He said mineral royalty grant funds could be sought as matching for Orchard Bench or for a Red Gulch Road bridge replacement; the commission agreed by consensus to pursue mineral royalty funding for Red Gulch.
On road maintenance, Leonhardt presented a $19,770 quote for lane striping on this summer’s chipsealed roads and requested payment from the County Road fund. Commissioner Dave Neves moved to approve the striping quote; the motion was seconded and carried. Neves also asked what role engineering must play on-site when county road funds are used; Leonhardt said he would ask Bridges and report back.
The commission approved a purchase of Metro Count traffic counters, a measure Jolley said will support grant applications and planning; Jolley asked that staff present a utilization plan emphasizing cost savings. Jolley also asked Bridges to prepare a cost summary for the Sidon Canal road crossing project after Leonhardt said that grant funding covered materials only and engineering performed the design.
Separately, Bridges recommended a limited installation of open-range signs on Road 26 be paid by the requesting landowner; Jolley moved to have engineering contact the landowner about costs. Commissioner Neves, who owns range in the area, recused himself from that vote; the motion was seconded and carried without Neves voting.
The commission moved to approve, when it arrives, a Memorandum of Agreement for the Rairden Bridge after Kirk reported she had reviewed a draft. All motions recorded in the minutes were seconded and carried unless otherwise noted.
