Commission approves Road 5 repairs with weight limits, allows Road & Bridge hiring exception

Big Horn County commissioners on Sept. 2 voted to repair damage to Road 5 and ordered weight-limit signs to be posted as soon as possible to limit heavy-truck wear on the newly repaired surface. Road & Bridge representative Hovey said traffic counters have been deployed and that heavy truck traffic has accelerated deterioration on the road. Commissioner Bruce Jolley moved to approve the repair with weight-limit signage; the motion was seconded and carried.
Hovey told the commission he expects an employee to retire shortly and asked permission to hire a replacement despite the countywide hiring freeze, citing safety concerns and the potential for a difficult winter. Commissioner Jolley moved to allow Hovey to hire a replacement; the motion was seconded and carried. Hovey said any hire would be required to hold a Class A commercial driver’s license.
Hovey also presented a right-of-way permit for Lane 38; Commissioner Dave Neves moved to approve the permit as presented, and that motion also passed. The commission indicated the hiring exception is being granted as a limited safety-driven exception to the freeze and tied the Road 5 repair to prompt installation of weight-limit signage to protect the investment.
The commission recorded these motions without individual roll-call tallies in the minutes. The next regular meeting will carry routine monitoring and any follow-up on the repairs and staffing action.
