Housing authority outlines Union Tower affordable-housing lottery, seeks advisory help

Angelita Palma, community development manager with the National City Housing Authority, presented the Union Tower Apartments project to the Housing Advisory Committee, describing it as “a 100% affordable multifamily housing development” at 2312 F Avenue composed of two buildings, four and seven stories tall, with a total of 94 units targeted to households at about 30–60% of San Diego County area median income.
Palma said the development was funded in part with low-income housing tax credits and will include one-, two- and three-bedroom units, accessible units on the ground floor and a package of on-site resident services and amenities such as a computer lab, play area, community room with kitchen and Wi‑Fi. She described the community as smoke-free and noted the property management company (Hyder) will process applications and leasing.
Palma outlined a local-preference policy to prioritize National City residents (primarily those in ZIP code 91950, but staff said specific addresses within city boundaries will be considered to avoid excluding residents whose mailing ZIP differs). She advised interested households to sign up for the interest list at uniontowerapartments.com or by calling (619) 703‑0856; the interest list and submission window is open through 03/13/2026 and will lead to a lottery that establishes two waitlists (one for households qualifying for local preference, one for others).
Committee members asked about accessibility, veteran units and supportive services. Palma said 24 units are restricted for veterans and that wraparound supportive services will be offered on-site for that population, and staff will help residents who need assistance completing applications. Palma said the temporary leasing office will be located in Chula Vista until the project receives its certificate of occupancy and leasing can move on-site.
Committee member Armenta and others asked whether homeowners with low income would qualify; Palma said eligibility screening will review primary residence status, assets and other documentation, and in general a homeowner would not qualify. Vice Chair Castle Salgado asked if income limits would be updated; Palma said income limits are updated annually when HUD or state guidance is released.
The presentation and the staff report are available on the city website under the National City Housing Authority project page, and Palma asked the advisory board to help with outreach so National City residents receive assistance signing up for the interest list.
The Housing Advisory Committee had no substantive follow-up action at the meeting; staff recommended continued outreach and assistance to help lease-up of the affordable units.
