Council extends labor-negotiation agreement through Feb. 28 amid criticism of delay

The council approved a time extension to an existing agreement with Liebert Cassidy Whitmore (LCW) to continue negotiations and finalize the Police Officers Association memorandum of understanding.
Acting City Attorney Richard Romero said two of three bargaining groups already have approved agreements and that the LCW extension is a time-only change to allow final language negotiations with the POA. He said the rate remains as established under the contract and no compensation changes are included.
Councilmember Bush said he would oppose the extension, saying the process has been “dragged out” and urging more in‑house negotiation to save costs and improve communication. Other councilmembers expressed concern about morale for police officers without a finalized MOU and said they wanted negotiations completed promptly. The motion passed on a roll-call vote with one no (Bush) and four yes votes.
The extension covers work through Feb. 28, 2026, to allow staff and the negotiator to finish and return the final MOU to council for approval.
