The National City Council on Feb. 3 approved an interim employment agreement to hire Heidi Skinner as interim city attorney to cover the department while the city recruits a permanent attorney.
Acting City Attorney Richard Romero read the required oral summary under Government Code 54953(d)(3), saying the agreement begins Feb. 4, 2026, for a minimum of 120 days and continues until the appointment of a permanent city attorney or earlier termination. Romero specified the annual salary at $263,000 and a monthly vehicle allowance of $6,750, plus executive benefits and standard accrual of leave.
Heidi Skinner, who addressed the council briefly, said she looked forward to supporting the city and driving policy and legal initiatives forward. Romero and councilmembers said the position will ease workload strain in a small legal team and help maintain operations.
A roll-call vote approved the appointment. Councilmembers thanked Acting City Attorney Romero for the transition work and welcomed Skinner to the role.
