Tarolli then moved to retain the ordinance’s emergency clause (seconded by Robinson), and the motion carried 7‑0. Safety Service Interim Director Mr. Sass explained the cooperative purchasing agreement is intended to secure better pricing for winter road salt by buying in volume; he said the ordinance will not affect 2026 but positions the city for 2027 purchases. Minutes also record that the city has a memorandum of understanding (MOU) with ODOT to obtain salt from ODOT’s Bayshore Road garage as needed, provided the city replaces the equivalent tonnage “ton for ton” by the end of April.
