Councilor Bryan Bargen moved to approve the pilot, with Councilor Andrew Ysker seconding, and specified the approval was contingent on clarifying state and local rules about allowing underage individuals inside the beer-garden area using differentiated wristbands. The motion also waived City Code 5.16 — the city's rule on consumption and possession of alcoholic beverages in the city park — for the Pow Wow beer garden. The motion carried 5–0.
Applicants told the council that the Den and the Pow Wow Committee have run separate concerts in prior years and that attendance for some shows has been low; the pilot is intended to make entertainment more accessible and better promote local vendors and bands. The council directed city staff to verify applicable alcohol‑service laws and wristband protocols before the event and to evaluate the pilot after Pow Wow to determine whether "Party in the Park" should become a standalone community event.
The approval requires the city to reconcile park-code exceptions with state alcohol rules and to finalize event operations paperwork and promotion. No fines or enforcement actions were recorded at the meeting related to past events.
