Cloud County approves development agreement with Sunflower Electric to extend utilities for industrial site

The Cloud County Board of Commissioners unanimously authorized the chairman to sign a development agreement with Sunflower Electric Power Corporation and the City of Concordia to extend water, sewer, storm sewer and road infrastructure to a proposed industrial site; Sunflower will pay $279,000 to the city and the county estimates $50,000 in improvements, to be completed by Nov. 1, 2026.
The Cloud County Board of Commissioners voted unanimously June 22 to authorize the chairman to sign a development agreement among Cloud County, Sunflower Electric Power Corporation and the City of Concordia to extend public utilities and a gravel access street to a proposed industrial site.
Tim Beims of CloudCorp presented the agreement and told the board the project would bring industrial development to an undeveloped area inside Concordia city limits. Under the agreement Sunflower will pay the city $279,000 for public infrastructure design and construction of water, sewer, storm sewer and a gravel street. The county estimated its total cost to complete the described improvements at $50,000; the agreement specifies the county will complete its improvements by Nov. 1, 2026 and that Sunflower’s payment to the city will be used to cover the county’s described expense.
County officials listed the public benefits the agreement is intended to produce, including the potential to employ local contractors and suppliers, expand business opportunities in Cloud County, create jobs, stimulate development of a previously undeveloped industrial location within city limits, capture local economic activity, and generate property tax revenues for the city.
On a motion by Commissioner Ron Copple, seconded by Commissioner Dannie Kearn, the board approved authorizing the chairman to sign the Development Agreement; the motion carried by unanimous vote.
Next steps: the county will complete the specified improvements by Nov. 1, 2026 and the agreement will be signed by the chairman as authorized by the board.
