Cloud County approves recovery plan and signs on to emergency and justice grant applications

Cloud County commissioners on June 8 adopted a county Recovery Plan and authorized staff to apply for two federal grant opportunities intended to support emergency management and criminal-justice services.
Emergency Preparedness Director Makenna Haas told the board the county’s base Operations Plan is being reviewed by Lincoln County’s emergency manager before submission to the state and presented a Recovery Plan for adoption. The board approved Resolution 2026-10 adopting the Recovery Plan by unanimous vote.
Dawn Snyder, director for 12th Judicial District Community Corrections/Juvenile Services, asked for permission to apply for federal funding through the BBJA FY25 Justice Reinvestment Initiative. The board voted unanimously to authorize the chairman to sign Appendix 1 of that application.
Separately, the board approved the chairman to sign the Fiscal Year 2025 application for the Emergency Management Performance Grant through the Kansas Division of Emergency Management. County staff indicated the Operations Plan review and the grant application are steps to align local emergency preparedness with state requirements.
The actions were routine approvals recorded as unanimous motions. No dollar amounts tied to the grants were specified in the minutes, and the board did not record conditions or changes to the grant language at the meeting. The board also received routine maintenance and operations updates during the same session.
