Pittman Center board lowers speed limits, approves sign rules and rezoning; selects quick guardrail bidder

Mayor Jerry Huskey presided over the Town of Pittman Center Board of Mayor and Aldermen meeting on Nov. 20, 2025, where the board took several unanimous actions affecting local traffic, signage and land use.
The board approved Resolution No. 246 to reduce the speed limit on Emerts Cove Road and Soak Ash Road from 20 miles per hour to 15 miles per hour under the town municipal code (Title 15, Chapter 3). Vice Mayor Kevin Howard moved to approve the resolution and Alderman Steve McCarter seconded; the motion passed with all ayes.
The board held the second reading and a public hearing for Ordinance No. 341, which regulates illuminated open signs within the town. Mayor Jerry Huskey opened and closed the public hearing, and the board approved the second reading with an amendment removing item 6g from the ordinance; the motion to approve and amend passed unanimously.
On land use, the board approved the first reading of Ordinance No. 342, which would rezone specified properties from RLD (Low Density Residential) to C2 (General Commercial). Alderman Steve McCarter moved for approval of the first reading, Vice Mayor Kevin Howard seconded, and the motion passed with all ayes. The ordinance will return for additional readings as required by town procedures.
City Administrator Tammy Watts Rochester presented closely priced quotes for installation of a guardrail at the Butler Branch culvert and advised that a budget amendment would be needed if the town proceeds with the purchase. Vice Mayor Kevin Howard moved to select the company that could complete the work the quickest; Alderman Steve McCarter seconded the motion and it passed unanimously.
Under other business, Mayor Huskey said the Great Smoky Mountains National Park remained open during a recent 43-day federal government shutdown and that Sevier County has paid expenses to keep the park operational to date; municipal invoicing to cities has not yet occurred. The mayor recommended the town contribute $5,000 toward those costs; minutes record the recommendation but do not show a formal vote. The board also announced a town Yule Log celebration at Greenbrier Campground on Thursday, Dec. 4 at 5:00 p.m., asking attendees to bring chicken noodle soup or canned fruit for Richardson Cove Baptist Church food baskets, and noted a City Hall door leading to the front porch is unusable and in need of repair.
