Police Jury approves bonds, construction contracts, hires and miscellaneous ordinances

At its May 18 meeting the Ouachita Parish Police Jury approved a resolution for up to $5 million in limited tax bonds for East Ouachita Recreation District No. 1, awarded road work to Amethyst Construction Co. Inc., approved personnel actions and several cooperative-agreement amendments, and adopted multiple ordinances including a street-name change and acceptance of a donation to the animal shelter.
The Ouachita Parish Police Jury on May 18, 2026 approved several fiscal, personnel and procurement items alongside routine agenda business.
Fiscal action: The Jury approved Resolution No. 26-21 approving the issuance and sale of not exceeding $5,000,000 of limited tax bonds for East Ouachita Recreation District No. 1 to fund construction and improvement of recreational facilities. The resolution caps interest at not exceeding 6% per annum, provides for maturity not later than March 1, 2036, and states that neither the Parish nor the Police Jury will be liable for payment of the bonds. The vote was unanimous.
Contracts and projects: Engineering staff reported the lowest conforming bid for the Standard Reed Road project was from Amethyst Construction Co. Inc. in the amount of $827,649.75; the Jury awarded the contract and authorized the president to sign contract documents. Change Order No. 1 for Fontana Road and substantial completion for school striping on parish roads were approved. The Old Sterlington Road bid opening was scheduled for May 26 and the Jury approved awarding that project subject to bids being below the engineer's estimate.
Personnel and administration: The Jury approved termination of Jaqueda Robinson from the 911 office, authorized opening an IT technician position, and approved promotions at Green Oaks for Davarrius Hardy and Deonta Watkins. The finance committee approved claims for April 17–May 14, 2026 and engagement letters with Woodard & Associates for assistance with management's discussion and analysis and GASB Statement No. 68.
Other ordinances and actions: The Jury adopted Ordinance No. 9547 changing "Collingwood Drive" to "Collinwood Drive" and adopted Ordinance No. 9549 accepting one-half of the liquidated assets of the estate of Glenda Sue Mayes for the Ouachita Parish Animal Shelter. The Jury declared multiple Public Works assets surplus and authorized sale at public auction and granted final subdivision approval for Woodland Trail Unit 1 subject to Public Works and parish engineer comments.
Why it matters: The bond approval enables capital funding for recreation facilities; the road contract award advances infrastructure projects; personnel and finance actions maintain operations. Several adopted ordinances have immediate administrative effects (street name change, property disposition and donated funds acceptance).
