Town and Country board reappoints judges, backs county waste-grant and continues three ordinances to Jan. 26

The Town and Country Board of Aldermen met on Jan. 12, 2026, reappointed municipal judge Andrea Nihoff and provisional judge Doug Sidal to two-year terms, endorsed St. Louis County’s waste-reduction grant program and continued first readings of three ordinances to the board’s Jan. 26 meeting.
The board unanimously approved the reappointments after Alderman Gerber praised Judge Andrea Nihoff’s courtroom handling of difficult cases, saying, "I'm very impressed with Judge Nihoff because... empathy and willingness to help them but also [to] strip [relief] if they didn't follow through." The motion to reappoint carried on a voice vote.
In new business the board heard first readings of three measures: Bill 26-01, an ordinance authorizing a conditional-use permit for a driveway gate at 1377 South Mason Road; Bill 26-02, accepting a bid and authorizing an agreement with Tehill Construction for the Westmore Place stormwater project and a related reimbursement agreement with the Metropolitan St. Louis Sewer District; and Bill 26-03, an engineering services agreement for the Boat Road resurfacing and pedestrian improvements project. All three bills were continued for second reading to the Jan. 26 meeting.
The board also approved Resolution R01-2026, endorsing St. Louis County’s waste-reduction grant program and authorizing the city to apply for an associated community event grant. The resolution passed on a voice vote.
The board approved waste-hauler licenses for American Eagle Gateway Disposal, Public Services Waste Management and ART Hauling after a motion and voice vote in favor.
On the payables report, staff said a bridge repair charge on the report totaled about $26,920; insurance covered the project less the city's $5,000 deductible, with the insurance payment described as approximately $19,000.
The board will reconvene Jan. 26 for second readings and further consideration of Bills 26-01 through 26-03.
