Greene County commissioners approve Bridge 103 right-of-way, housing appointments and CDBG application

Greene County commissioners met on Feb. 4, 2026, and unanimously approved a series of routine agenda items including minutes, proclamations, right-of-way actions for Bridge 103, appointments to the Greene County Housing Authority and authorization to submit a 2025 competitive CDBG application for the Nemacolin sewer system.

Commissioner McClure moved to approve the minutes from Jan. 28, 2026; Commissioner Blair Zimmerman seconded the motion, which was recorded as "All in Favor." The board also placed and approved a proclamation naming February as Teen Dating Violence Awareness Month, again on a motion by Commissioner McClure with a second from Commissioner Blair Zimmerman.

On transportation matters, commissioners accepted the Right of Way Plan for Greene County Bridge 103 in Morris Township and voted to begin a Declaration of Taking on Parcel #1 (T438-G103) associated with the replacement project. The motions were moved by Commissioner McClure and seconded by Commissioner Blair Zimmerman and recorded as approved.

The board approved a slate of appointments to the Greene County Housing Authority: Betsy McClure (term ending Dec. 31, 2030), Ethel Gray (resident, Waynesburg/Franklin Township area; term ending Dec. 31, 2029), Donald Baker (resident, Carmichaels/Cumberland Township area; term ending Dec. 31, 2028), Cathy Carpenter (term ending Dec. 31, 2027) and Amy Switkowski (term ending Dec. 31, 2026). Each appointment was placed on the agenda and accepted unanimously.

In human-services business, the commissioners approved the FY 2024–25 Medical Assistance Transportation Program (MATP) final allocation of $540,309 and the FY 2025–26 updated allocation of $658,146. The board also accepted The Emergency Food Assistance Program (TEFAP) Quarter 1 expenditure report (Oct. 1–Dec. 31, 2025), which had been approved Jan. 29, 2026.

On corrections-related matters, the board authorized an agreement between Merakey and the Greene County Prison to collaborate on treatment options for the inmate population; it also approved a Link-age authorization to obtain the GPO rate through Gordon Food Service and a Link-age GPO agreement between Greene County Prison and Link-age. All were approved by motion of Commissioner McClure and second of Commissioner Blair Zimmerman.

Commissioners approved a resolution authorizing submission of the 2025 competitive Community Development Block Grant (CDBG) application on behalf of Cumberland Township for the Nemacolin Sewer System and Treatment Plant. The board also approved required application documentation, including the general application certification, disclosure report, Federal Funding Accountability & Transparency Act materials, worker protection and investment certification and lobbying certification.

Staff recorded multiple public notices under the meeting's Notices section, including a Peoples Natural Gas proposal to install approximately 1,760 linear feet of 2‑inch plastic gas line in Morgan Township crossing a tributary to South Fork Tenmile Creek; a PA American Water Company (Dilliner District) project to add a sodium permanganate feed system at the Dilliner Water Treatment Plant; DEP notices involving Consol Pennsylvania Coal Company and borehole installations at Enlow Fork Mine; and other permitting notices from Tetra Tech/Equitrans Water Services, CNX and Penn E&R.

No members of the public offered comments during the public-comment period. The meeting concluded with a motion to adjourn, moved by Commissioner McClure and seconded by Commissioner Blair Zimmerman; the motion passed with all in favor.
