Rockport outlines special-education program review and seeks in-district options to reduce expensive placements

The Rockport School Committee heard a detailed student-services update focused on special education, program review steps and plans to expand in-district supports for students with high needs.

Director Desie said the district has implemented a new, more student-centered IEP format and contracted a recommended outside reviewer to conduct a comprehensive program review. She told the committee the review team requested 26 random records (IEPs and evaluations) and will conduct on-site observations and staff interviews in mid-January.

Desie described a proposed cohort model for K–2 students with severe needs using Applied Behavior Analysis principles and staffed by teachers with ABA/RBT training plus supporting professionals. She said the goal is to keep students "in their community" where possible and reduce costly out-of-district placements, which the transcript cited with tuition ranges that can reach six figures per student.

The committee and staff discussed timelines and resource needs. Desie said the district is piloting a behavior-analysis software tool (30-day trial) and is reaching out to neighboring districts and consortiums for best practices. She emphasized CPAC (special-education parent advisory) outreach and steps to ensure families are included in planning.

Committee members asked about return opportunities for students currently placed out of district; Desie said some students could return if services are in place but cautioned it will take time. The committee did not vote on program adoption but directed staff to proceed with the review and report findings to the committee.
