Stone Harbor council adopts 2025 budget, approves shared‑services UCC deal and EAP contract

Stone Harbor Mayor Timothy J. Carney and the borough council adopted the 2025 municipal budget May 20 and approved a package of routine resolutions, including a shared‑services agreement with the Borough of Wildwood Crest for Uniform Construction Code (UCC) administration and a contract for employee assistance services.
The council opened a public hearing on the budget and, after receiving no public comment, voted to adopt the 2025 municipal budget. Councilmember Jennifer Gensemer moved to adopt the budget, and Councilmember Bunny Parzych seconded. Roll call votes were recorded as “Yes” from Councilmembers Frank Dallahan, Victor Foschini, Bunny Parzych, Robin Casper, Jennifer Gensemer and Ken Biddick.
The meeting also approved temporary budget amendments earlier in the session. Gensemer moved and Parzych seconded the temporary‑budget resolution (2025‑S‑138); the motion passed unanimously.
On the consent agenda, the council approved several noncontroversial items by a single vote. The consent package included resolution 2025‑S‑142, awarding a contract for employee assistance program services to Shore Counseling, LLC; resolution 2025‑S‑143, authorizing a shared‑services agreement with the Borough of Wildwood Crest for UCC administration and enforcement; and resolution 2025‑S‑144, authorizing submission of an application to the FY25 Local Efficiency Achievement Program (LEAP) to support that shared service arrangement.
Resident Justine Herzog asked the council for clarification about the new structure of the Construction Office under the shared‑services agreement, saying she wanted to understand how administration and enforcement responsibilities would be organized. The council did not record additional public comment or an extended discussion on that point during the meeting.
Two ordinances were introduced for first reading: Ordinance 1687, which amends the borough’s salary ordinance, and Ordinance 1688, which amends multiple municipal‑code sections, including portions of Chapter 10 and Chapter 156. Both ordinances were introduced by motion of Councilmember Gensemer, seconded by Councilmember Parzych, and received unanimous roll‑call votes to proceed to first reading.
The council voted unanimously to move into a closed session later in the agenda citing potential litigation and personnel matters under the New Jersey Open Public Meetings Act, N.J.S.A. 10:4‑12. The meeting adjourned at 7:48 p.m.
