The council moved and approved the transfer; discussion recorded at the meeting included one expressed opposition during the roll-call discussion but the motion carried.
Council members said the appropriation request would return for any formal vote or resolution in June; the transfer to road equipment was executed so that the highway department could proceed with equipment purchases.
