The Stone Harbor Borough Council adopted a multi-item consent agenda at its June 17, 2025 regular meeting, approving minutes from June 3 and a series of resolutions encompassing contracts, personnel hires, event permits, housing-plan endorsements and a settlement agreement.
The consent package included resolutions authorizing competitive contracting for a borough-wide timekeeping system (2025-S-159); rules for jitney operations (2025-S-160); a private handicapped parking space under N.J.S.A. 39:4-197.6 (2025-S-161); hiring Matthew Gallagher as a Maintenance Mechanic Class 3 (2025-S-162); awarding the second-year option for IT services to Barber Consulting Services (2025-S-163); professional municipal-advisor services to Phoenix Advisors, LLC in connection with 2025 bond anticipation notes (2025-S-164); execution of a settlement agreement with Robert Smith (2025-S-165); approval of a special events application for the Brown Family Sandcastle Event on July 29, 2025 (2025-S-166); endorsement of a fourth round housing element and fair share plan (2025-S-167); approval of a fourth round affordable housing trust fund spending plan (2025-S-168); authorization of refunds for utility and tax overpayments (2025-S-169); appointment of Joseph Clark as Borough Administrator (2025-S-170); adoption of the Borough Emergency Operating Plan (2025-S-171); and awarding engineering, architectural and design services for the 82nd Street "Jake's Law" playground to DeBlasio & Associates (2025-S-172). Councilmember Jennifer Gensemer moved to add Resolution 2025-S-175 proclaiming August as Veterans' Appreciation Month; Councilmember Frank Dallahan seconded, and the clerk recorded that the full consent agenda was adopted on a roll call with Dallahan, Foschini, Parzych, Casper, Gensemer and Biddick voting yes.
Later in the meeting the council moved into a closed session at 6:20 p.m. under N.J.S.A. 10:4-12 to discuss personnel matters and returned at 6:45 p.m. Upon reconvening, Borough Clerk Jeanne M. Parkinson read Resolution 2025-S-174, authorizing the appointment of Pradip Soni as Zoning Officer and Code Enforcement Officer. Councilmember Bunny Parzych moved approval; Councilmember Frank Dallahan seconded and the motion carried unanimously.
There were no public comments recorded on consent-agenda items or personnel actions. The council adjourned at 6:55 p.m.
