Butler Board approves staff hires, IDEA grant, contracts and new bid threshold

The Butler Board of Education on July 31 approved a slate of personnel appointments, special-education placements and financial actions as it prepared for the 2025–26 school year.
Board Chair A. Allison called the meeting to order at 6:00 p.m. and the board briefly met in executive session to discuss personnel and finance matters before returning to public session at 6:30 p.m.
In personnel business the board approved motions PP 01-26 and PP 02-26 to adopt multiple hires, resignations and substitute appointments pending completion of required background checks under N.J.S.A. 18A. Approved items included resignations filed by Melissa Berkheiser (effective June 20, 2025) and Kelsey Corsaro (effective Sept. 16, 2025); instructional hires such as Nicholas Boffa (environmental science), Alex Thompson (math) and Amy Gluchoski (special education); and numerous substitute teachers and mentors at stated per-diem and stipend rates. The board also approved coach and activity appointments, including assistants for girls soccer and basketball and stipends for junior-class advisors.
The board accepted the Student Safety Data System report for the 2024–25 school year, which lists incident counts by school and affirms principals’ remedial and disciplinary actions. The report shows, for example, Butler High School with 12 incidents and 24 other incidents and eight alleged HIB (harassment, intimidation or bullying) matters.
Curriculum and special-services approvals (CIS 01-07) included adoption of the district’s Virtual/Remote Instruction Plan for 2025–26 and authorization of out-of-district public and private placements for extended school-year and regular-year services. The board approved multiple placements with tuition amounts on the record, including a public placement listed at $92,922 for the school year and private placements such as The Phoenix Center (SY $83,102.40) and Windsor School (SY $85,500).
On finance, the board ratified bills and claims and payroll reports totaling $2,400,867.35 (with $2,072,819.25 drawn on the current account) and approved Open Purchase Order Reports totaling $28,767,526.69. The board also approved submission and acceptance of FY2026 IDEA consolidated grant funds totaling $304,380 (IDEA Basic $294,873; IDEA Preschool $9,507).
The board adopted a new district bid threshold of $53,000, effective July 1, 2025, after noting that the School Business Administrator/Board Secretary holds Qualified Purchasing Agent (QPA) status; the resolution describes competitive-quotation procedures for purchases under the threshold in accordance with N.J.S.A. 18A:18A-3.
The board approved a tuition contract with the Morris County Vocational School District for 2025–26 with an estimated cost of $365,692 based on projected enrollments (a mix of part-time and full-time placements, and two special-education full-time placements). The board also approved contracts with Mountain Lakes Board of Education’s Mainstream Support Program for itinerant services for students with hearing loss (example sessions listed at $190 per session; annual cost examples $1,900).
Operations items included approval of facility-use requests for the 2025–26 school year (sports, PTA events, guidance nights and an open house) and authorization to submit the Statement of Assurance for lead testing. The board listed dates, locations and fee waivers for several community events.
Most motions reported no extended discussion; roll-call votes on major blocks of motions were unanimous in favor when members were present. The meeting adjourned at 6:46 p.m.; minutes were signed by Pamela Vargas, Board Secretary.
What happens next: Approved staffing and contracts are subject to any conditions noted (background checks, timesheet submission for certain hourly assignments), and several actions (such as executive-session items) will be disclosed publicly once confidentiality no longer applies.
