Mulga council adopts mayor employment contract and approves dumpster policy, travel and ornaments

The Mulga Town Council on May 5 adopted Resolution No. 2026-03 authorizing an employment contract between Mayor W. Keith Varner and the Town of Mulga, and approved a string of routine and policy items including a dumpster rental policy, travel authorization and a purchase of ornaments.
Lisa Armstrong moved for unanimous consent to consider Resolution No. 2026-03 immediately and then moved to adopt the resolution; Jeremy Davis seconded. Roll-call votes recorded Seats 1–5 as Yes and the mayor as Abstain; the resolution was adopted by the council.
The council also approved several other measures by roll-call votes: - Approval of the April 21, 2026 minutes (motion: Rachel Davis; second: Jeremy Davis). Vote: Seat 1 Yes; Seat 2 Yes; Seat 3 Abstain; Seat 4 Yes; Seat 5 Yes; Mayor Yes. - Approval of bills for payment (motion: Rachel Davis; second: Gage Kelley). Vote: all seats and mayor Yes. - Authorization to purchase ornaments for the town's Christmas tree, up to $2,728 (motion: Rachel Davis; second: Jeremy Davis). Vote: unanimous. - A policy setting a 25-mile radius for dumpster rentals with a $75 upcharge for rentals outside the corporate limits (motion: Gage Kelley; second: Lisa Armstrong). Vote: unanimous. - Authorization for up to five people to attend the National League of Cities conference in Nashville Nov. 17–22, 2026, covering conference registration at $725 per person plus hotel, meals and travel (motion: Gage Kelley; second: Rachel Davis). Vote: unanimous.
During the meeting Ben Goldman reported that a judge issued an order barring Mr. Charles Utley from town property and from contacting town employees. "He is not allowed on town property or to contact any town employees," Goldman said. The transcript does not record a response from Mr. Utley or additional action by the council on that matter.
Mayor Varner also reported the municipal gas return for the year as $52,819.00. The council adjourned after the remaining items on the agenda were completed.
