Atlantic Beach council approves appointment, extends regional contract and authorizes privately funded fireworks

At its July 7 meeting the Town of Atlantic Beach Council unanimously approved the appointment of Ron Kirby to the Municipal Election Commission, authorized a one-month extension and renegotiation of a contract with Waccamaw Regional Governments, and gave the town manager authority to work with private vendors on periodic fireworks displays subject to permitting and safety coordination.
Mayor Pro Tem John David and the Town Council unanimously approved three procedural items during the July 7 Atlantic Beach general session at the Community Center.
The council voted to appoint Ron Kirby to the Municipal Election Commission after a nomination from Mayor Pro Tem David and a motion from Councilwoman Carla Taylor. Town Clerk Cheryl Pereira recorded the roll call; Councilman Edward Lamar Campbell and Councilwoman Taylor voted "Yay," and Mayor Pro Tem David voted "Yes." The appointment carried on a 3–0 vote.
Council also authorized the Town Manager to extend the town's current contract with Waccamaw Regional Governments by one month, to Aug. 7, 2025, and to renegotiate a new contract. Councilwoman Carla Taylor moved the measure; the motion passed unanimously on a roll-call vote.
The council approved a separate motion to permit the Town Manager to work with a private vendor (identified in discussion as Watersports) to arrange regular, privately funded fireworks displays off the ocean at no cost to the town. Councilwoman Taylor raised safety concerns during debate and Mayor Pro Tem David said any shows would require a special-event permit and coordination with Horry County Fire and other relevant authorities before proceeding. Councilman Campbell moved the authorization and Councilwoman Taylor seconded; the measure passed 3–0.
All three items were routine roll-call votes with identical recorded support from the three council members present (Campbell, Taylor and Mayor Pro Tem David). No council member objected and no amendments were offered. The meeting record indicates council expects the Town Manager to handle permitting, safety coordination and scheduling before any fireworks are held.
The council also approved minutes for April 14, June 2 and June 16, 2025 during the same meeting and moved on to other agenda items; no public comment cards were filed for this session.
What happens next: the Town Manager will proceed with contract renegotiation and will work with proposed private vendors on event permits and safety plans; the municipal appointment takes effect immediately per the council vote.
