Ridgetop aldermen approve budget and sewer-rate update, pass resolutions and appoint new alderman

The Ridgetop Board of Mayor and Aldermen on June 17 adopted Ordinance 2025-106 to amend the city budget for the fiscal year July 1, 2024–June 30, 2025, and approved Ordinance 2025-105 updating sewer rates for the city’s sewer system.
Why it matters: The budget adoption and sewer-rate ordinance set municipal spending and user-fee levels for the coming year; the board also approved several resolutions that affect routine city operations and intergovernmental services.
The board unanimously approved the budget ordinance after Alderman Gregory moved acceptance and Vice Mayor Gilmore seconded. The board likewise adopted Ordinance 2025-105, the amendment to Ordinance 2024-104 on sewer rates, on a motion by Alderman Gregory with Alderman Martin seconding; the motion carried with all voting in favor.
The board approved three administrative resolutions in a single sequence. Resolution 25-05 granted check-signing authority for the city’s bank accounts. Resolution 25-06 declared certain city property surplus and authorized disposal by sale as scrap or other reasonable means. Resolution 25-07 authorized execution of an interlocal agreement with Robertson County and the Emergency Communication District of Robertson County regarding the city’s pro-rata contribution to emergency dispatch funding. All three resolutions passed on motions by Alderman Gregory with unanimous ayes.
The board also approved Resolution 25-08 to authorize purchase of natural gas from Tennessee Energy Acquisition Corporation and to approve related contract and bond-consent provisions.
On personnel and appointments, the board voted to recommend hiring Brandon Hinkle as a full-time utility worker at a starting pay of $25.00 per hour. For the open alderman seat, Alderman Gregory’s motion to appoint John Senft carried after Vice Mayor Gilmore seconded; recorded votes were Gregory — yes; Gilmore — yes; Martin — no; Mayor Shaw — yes. Judge William Johnson administered the oath to Senft at the meeting.
The board filled multiple commission and board posts. Mayor Shaw assigned members to commissions (Finance and Administration; Public Works and Streets; Parks and Recreation; Planning and Zoning and Code Administration; Community and Economic Development; Utilities; Fire and Police). Park Board appointments included Brian Dean (Alderman Senft recorded an abstention on the Brian Dean vote), Kyle Bottoms (unanimous), and Kathy Meredith (motion carried with Mayor Shaw voting no).
Other business included department reports. Mayor Shaw said audit preparation will begin in July; Parks and Recreation reported seasonal banners and flag installations and maintenance work at Pioneer Park. Utilities reported routine locate tickets, service orders, a gas leak response on Lake Road and Knight Court with follow-up pressure checks, and a sewer leak at 6613 Shedden Road requiring boring under a creek.
The board scheduled a workshop for July 15, 2025, at 5:30 p.m. and adjourned the meeting.
