Warren Hills board approves $2.7M bill list, HVAC change orders and ESEA grant; swim coop added pending NJSIAA

The Warren Hills Regional Board of Education on Aug. 12 approved a slate of budget and finance items that included a $2,712,598.55 bill list, contracts for tuition and special-education placements, multiple change orders for high school HVAC upgrades and the district’s submission of federal ESEA grant funding.
Board member Molly Fraumeni moved and Amy Kemp seconded the finance motions. The board recorded an aye vote by members present and approved the motions.
Key financial actions the board approved included:
- Approval of the bill list for July 15–Aug. 12, 2025 in the amount of $2,712,598.55, cafeteria bills of $154,536.76 and student-activities bills of $68,440.05. - Approval of transfers totaling $178,115.98 for June 2025. - Tuition contracts and placements, including a regular-education tuition contract with Hunterdon County Vocational School ($8,076.00), special-education contracts such as Montgomery Academy ($89,040.60) and a tuition agreement to accept students from Belvidere and Oxford Township at stated per-student rates. - Approval of multiple change orders for HS HVAC upgrades (line items totaling several thousand dollars and a $32,000 credit for spray fireproofing) and Change Order No. 11 for sprayed acoustical insulation in the Competition Gym in the amount of $80,062.08. - Authorization of a Swim Team Cooperative agreement with Hackettstown High School for the 2025–26 school year, pending final approval by the New Jersey State Interscholastic Athletic Association (NJSIAA). - Acceptance of sponsorship money for 2025–26 from Toyota World of Clinton ($8,333.33) and Millennium Home Mortgage ($1,000.00) to support club and athletic programs. - Approval to dispose of district assets per Policy 7300, including 110 Chromebooks and assorted devices identified for disposal. - Submission and approval of the 2025–2026 ESEA grant allocation: Title I Part A $218,995; Title I SIA $82,500; Title II Part A $36,817; Title III $8,315; Title III Immigrant $2,315; Title IV $15,102; total $364,044.
The board also approved an agreement with the Washington Emergency Squad for medical coverage at Friday home football games and ratified a teacher-of-the-deaf support services contract and other student-service agreements outlined in the agenda. Several HVAC change orders were itemized (examples included replacement of circulating pumps and addition of diffusers and chase wall closures) and recorded as part of the existing contract.
The Swim Team cooperative was explicitly approved “pending final approval by the NJSIAA,” signaling the board’s conditional acceptance subject to the scholastic-athletic association’s sign-off. No board member recorded a dissenting vote on the finance motions; two trustees were absent from the roll-call votes.
The approvals put contracts and funding authorizations in place ahead of the start of school and athletic seasons.
