Greene County commissioners place multiple agenda items on Jan. 7 meeting, approve proclamations, contracts and appointments

Greene County commissioners met Jan. 7, 2026, and unanimously approved placing a package of agenda items on the board’s next public agenda, including a proclamation designating January 2026 as Human Trafficking Awareness Month, contract and grant actions, and a slate of board appointments.

The board accepted the Dec. 17, 2025 meeting minutes and agreed to a proclamation presented with SPHS Care Center STTARS Program and the Greene County STOP Team to recognize January 2026 as Human Trafficking Awareness Month. Both motions were moved by Commissioner McClure and seconded by Commissioner Blair Zimmerman and recorded as "all in favor."

In finance and administration items, commissioners approved placing Change Order #2 for Bridge No. 31 (Project No. 21110) on the agenda, which shows a $40,051 deduction from the project. The board also approved placing an amendment to an MOU with Ellen O’Brien Gaiser, Inc. on the agenda that extends timelines for withdrawal management services to become operational during calendar year 2026 and for outpatient/intensive outpatient services to be operational during calendar year 2027. Commissioners also recorded a previously signed MOU with the Commonwealth of Pennsylvania related to the Opioid Misuse and Addictions Trust Fund (effective Dec. 11, 2024).

The board approved an allocation of $10,000 in Act 13 funds to Waynesburg Borough for care and maintenance of the Waynesburg Commons and approved placing municipal and reimbursement agreements for bridge inspections on the agenda, naming Jeff Marshall, Chief Clerk, as signatory for the municipal agreement L978 and Reimbursement Agreement R2512000 with PennDOT. A supplement #2 for construction inspection services covering bridges 73 and 75, described in the agenda as a no-cost transfer, was also approved for placement.

Commissioners approved placing quotes from ESS for voting-system items (a stand-alone workstation, battery replacements, and annual post-warranty license and maintenance/support) on the agenda. Tax Claim's requested increase in costs and fees was approved for placement as presented.

The board approved placing several grant and contract items on the agenda, including a FY 2025–26 contract with Pressley Ridge not to exceed $37,450; a 4½-year grant agreement (Jan. 1, 2026–June 30, 2030) with the Department of Drug and Alcohol Programs to operate the Single County Authority; a solicitor contract for the Clerk of Courts’ Office with Phillips & Ross effective Jan. 1, 2026 (noting the firm agreed to the same terms as the previous contract with Christopher Simms, Esq.); a Juvenile Court Judges’ Commission Grant-in-Aid of $54,351; and PCCD grant funds for adult probation totaling $90,000 (Intermediate Punishment Treatment Funds) and $37,716.43 (County Adult Probation and Parole Funds) for 2025/2026.

Domestic Relations items approved for placement included contract services with the Greene County Sheriff’s Office (Oct. 1, 2025–Sept. 30, 2030), a Director contract for Craig Wise (Oct. 1, 2025–Sept. 30, 2030), and a Title IV-D contract with Joseph Zupancic (Oct. 1, 2025–Sept. 30, 2030). Economic development items included approval to place amendment #3 for the Wisecarver Recreational Area development and a contract extension for a Fish and Boat Commission grant through Dec. 2026 on the agenda. The board also approved placing a Delegation of Signing Authority and resolution for FFY 2024 CDBG contract C000093880 on the agenda.

Appointments the board approved to place on the agenda included Tom Ayers to the Greene County Industrial Development Authority Board (term 1/1/2026–12/31/2030) and four tourism board appointments — Casey Durdines, Allen Frye, Liz Menhart and Kristy Vliet — each for terms 1/1/2026–12/31/2028.

The meeting included a series of municipal and environmental notices presented to the board: a municipal notification from Michael Baker International concerning Leatherwood, LLC well plugging in Morris Township; notices from CEC on behalf of CNX Midstream Operating Company LLC regarding pipeline exposures at the Harvey Longwall Mine; a notice regarding Columbia Gas Transmission, LLC line abandonment at Harvey Mine panels 1N–4N; Bankson Engineers’ notice for a Southwestern Pennsylvania Water Authority Hargus Creek Road water line extension; a PADEP notice regarding Marshall County Coal Resources’ revision to add 5.49 surface acres for degas boreholes; and permit notices from Boord Benchek & Associates and Environmental Commodities Corporation.

No members of the public spoke during the public-comment portion of the meeting. Commissioners moved to adjourn; the motion was seconded and recorded as "all in favor."
