Chapin council authorizes payments, clerk contract and civility resolution; several routine reports given
Summary
Council unanimously authorized payment to satisfy a prior contractual matter, approved a municipal clerk contract, accepted minutes, heard police and utilities reports and passed a civility resolution. Executive session was held and minutes state no votes were taken there.
At its Feb. 17 meeting, the Chapin Town Council took a series of procedural and administrative actions and heard department reports.
Council unanimously accepted the Jan. 20, 2026 regular meeting minutes after a motion by Council Member Warren Burritt and a second by Mayor Pro Tem Ainslee Bost. Captain Ryan Galinski delivered the police report in Chief Griffin’s absence, reporting 50 total offenses in January, assistance to other agencies nine times, 30 tickets issued, about 100 warning citations and four arrests; he noted a pharmacy burglary that remains under investigation with Drug Enforcement Administration assistance and said the department will hold an awards banquet on March 4.
Utility Director Rick Bryan said staff are awaiting grant approvals and continuing engineering work on the wastewater treatment plant and other projects. Malane Pike provided a partial overview of town finances and said interviews for a full-time director of finance are underway and the position should be filled by next month.
Council entered executive session at 6:34 p.m. after a motion by Council Member Mike Clonts and returned to open session at 7:39 p.m.; Mayor Bill Mitchell stated that in compliance with the South Carolina Freedom of Information Act no votes were taken and no matters were decided while in executive session. After the session, Council Member Clonts moved and Mayor Pro Tem Bost seconded a motion authorizing Mayor Mitchell to pay the remaining amount due to satisfy the contractual matter of a prior employee and to move funds out of the town’s reserve as necessary; the motion passed unanimously.
Council also authorized the mayor to enter into a contract for municipal clerk services with terms described in executive session; the motion was made by Council Member Warren Burritt, seconded by Mayor Pro Tem Bost and passed unanimously. Council adopted a resolution pledging civility and decorum during town business; Council Member Mike Clonts moved approval and Council Member Warren Burritt seconded the motion, which passed unanimously.
The meeting adjourned at 7:44 p.m.
