Council Member Lance Kaminer moved to accept the first reading; Council Member Reitha Stevenson seconded the motion, and it carried unanimously.
The amendment is intended to align the zoning code with the town's Comprehensive Plan and support projects including potential Rails‑to‑Trails connections and downtown recreation opportunities. Planning & Zoning recommended the change and expects first and second readings within about two months if council proceeds.
Council discussion noted the need to limit uses that could conflict with downtown character. Members raised indoor firearm training facilities as a specific example; town staff said the police department believes a properly insulated indoor firing range could minimize outside noise, but that such uses warrant careful review for compatibility with the noise ordinance and downtown environment.
The ordinance advanced on its first reading with unanimous support from the mayor and four council members present. If council approves a second reading in the coming weeks, the amendment would move closer to adoption; staff said they will forward Planning & Zoning recommendations and schedule follow‑up readings.
