Central council reviews finances, utilities, public-safety grant and schedules holiday events

At its Nov. 10, 2025 meeting, the Town of Central council received routine committee reports covering town finances, utilities, public safety and recreation and heard public comment about the town centennial.
Finance director Miss Bowers reported the town's general fund balance at the end of October was $93,271, representing a year-to-date reduction of nearly $81,000. She reported water revenue for October of $111,784 (October balance $17,383) and a fiscal-year net of negative $4,542; she also provided sewer and sanitation month figures.
During the streets and public-safety report, Mr. Mosser said Central Fire ran 59 calls in October (562 year-to-date) and listed upcoming seasonal programs: the town parade on Dec. 5, Shop with a Hero on Dec. 12 and a toy parade on Dec. 13. Mr. Mosser also reported the police department received a public-safety grant totaling $110,379 to support safety-officer services.
Miss Chapman reported that water and sewer staff completed 132 work orders in October; meters were read on Oct. 14, rechecks on Oct. 15 and disconnects on Oct. 28. She said 46 customers were disconnected for nonpayment and 38 of those were reconnected. She announced a community engagement meeting on Nov. 20 at 7:00 p.m. at Central First Baptist Church.
Recreation director Mr. Deal congratulated the Central Tigers 8-and-under football team on their 2025 championship, announced a basketball jamboree for Dec. 13 (10 a.m.–3 p.m.) and a senior-bingo event on Dec. 13 at 11:30 a.m. with a free meal and prizes donated by Central Walmart.
Planning director Mr. Peak asked to table consideration of appointing Donald J. Worth to the zoning board of appeals because the application was received too recently to complete vetting. He also said the planning commission is updating the future land-use map (southern quadrant) and expects to release a near-final UDO draft for public meetings and input in the months ahead.
The mayor closed regular business by noting an administrator reminder about a PCMA dinner on Nov. 17. The council then moved into executive session to discuss a legal matter under South Carolina Code 30-4-70.
No formal policy changes were adopted during the reports portion of the meeting; most items were informational or scheduled future events.
