Howell awards $117,900 contract for water service line verification

The Howell City Council on Jan. 27 approved a $117,900 contract with M.L. Chartier to perform TMF water service line verification across the city, city officials said.
Councilmember Luke Wilson moved to award the contract; Councilmember Nikolas Hertrich seconded the motion and the council voted 7-0 to approve the award.
DPS Director Matt Davis told council that the verification will use a random sampling of addresses. Hydro‑excavation will be performed at curb stops and HRC will conduct interior inspections when required. Properties selected for inspection will be restored by the contractor, who will also be responsible for any material disposal. Davis said staff plans to pursue grant funding to help cover replacement costs for lead or failing service lines discovered during verification.
Council discussed bid evaluation standards: bids were evaluated on cost and references, and staff confirmed that site restoration is part of the contractor's responsibilities. The contract award authorizes the Department of Public Services to begin coordination with the contractor and HRC to schedule work and notify affected property owners.
The project was awarded to M.L. Chartier for $117,900. Council did not discuss a construction schedule in detail at the meeting; staff indicated follow-up coordination would be handled by DPS.
