City planner reports site-plan application, nursing home closure and subdivision timeline

City Planner Ian Russell updated the Building & Building Codes Committee on March 17 on a Pavlin’s Landscaping site-plan filing, the closure and interior work at Pavilion Nursing Home, a property transfer of the former Gray Matter building, the Valley Vista subdivision schedule, pending sidewalk grant decisions, and software upgrades in the building department.
Ian Russell, North Royalton city planner, told the Building & Building Codes Committee on March 17 that Pavlin’s Landscaping has applied for final site plan approval for an accessory storage warehouse in the city’s Industrial Park and that the Pavilion Nursing Home behind the police station is officially closed and undergoing interior construction.
Russell said the Pavlin’s Landscaping site-plan application is expected to appear on the April 8 Planning Commission agenda, and that the Valley Vista subdivision will also be before the Planning Commission on April 8 for final plat and, if approved, final dedication of a new street and roadway. If the Planning Commission approves Valley Vista’s final plat and dedication, Russell said he expects housing permits to arrive "relatively quickly" and construction to begin soon.
On commercial properties, Russell reported demolition work has begun at a house on State Route 82 near York Road where a Human Bean coffee kiosk is planned. He also said the former Gray Matter building on York Beta is out of foreclosure, the property has transferred to a new owner who has contacted the city, and the city is coordinating next steps with that owner.
Russell updated the committee on two sidewalk-related grant applications the city is awaiting decisions on: the 2026 CSDG grant, described in the meeting record as $50,000 for sidewalks on State Road, and the 2026 NOACA TLCI application for sidewalk projects. He said the city expects more information on both grants in the coming months.
Russell also described ongoing administrative work in the Building Department: planning and zoning modules for a new department software system are complete and the team is implementing an engineering module intended to allow online application submissions and improve internal tracking.
He flagged issues with utility lines and poles, asking council members who receive resident complaints to refer them to the mayor’s office so city staff can contact the utilities. On Route 82, Russell said the city has a scheduled meeting with NOACA to discuss a possible safety study but that there has been little progress so far; he said staff will provide updates as the process advances.
The Planning Commission is scheduled to meet April 8, when several of the projects Russell described may be considered; the city expects grant decisions and additional updates in the coming months.
