Howell City Council approves chaplains, awards water contract and appoints planning commissioner

The Howell City Council on Jan. 27 unanimously approved two pastoral chaplains for the police department, awarded a $117,900 contract to verify water service lines and appointed Jeffrey Schuett to the Planning Commission, officials said.
Mayor Robert Ellis called the meeting to order at 7 p.m. and later presented a proclamation honoring the Howell Highlanders and establishing 'Highlander Week' in November.
The council voted 7-0 to appoint Pastor Danny Davis and Pastor Brad Tate as chaplains for the Howell Police Department. Police Chief Michael Dunn said the positions are intended to support officers and community members and are not religion-based. Pastor Brad Tate said it is "an honor to serve the Police Department and the community," and Danny Davis said Howell is "a small city with a big heart." The council's vote was made by motion and recorded as 7-0.
On infrastructure, the council awarded the TMF water service line verification contract to M.L. Chartier for $117,900 after a motion by Councilmember Luke Wilson and a second from Councilmember Nikolas Hertrich. DPS Director Matt Davis told council that the work will use randomly selected addresses, hydro-excavation at curb stops, interior inspections by HRC, and that the contractor will be responsible for material disposal. Staff said they hope to secure grant funds to help cover future replacement costs. The award carried 7-0.
Council also approved, 7-0, the appointment of Jeffrey Schuett to the Planning Commission to fill a vacancy through April 30, 2025. Planning Commission activity was discussed earlier in the meeting: the commission elected Kathleen Kline-Hudson chairman, recommended Schuett for appointment, made minor corrections to its 2024 annual report and granted a 12-month conditional extension for the site plan at 303 E. Grand River.
Two ordinances were introduced for future consideration: Ordinance No. 967 would update Chapter 1410.01 to reference the state's current electrical, mechanical and plumbing code editions (a 2015 State Construction Code update by reference) and Ordinance No. 968 would amend the International Property Maintenance Code. Both were introduced but not adopted at the meeting.
Finance Director Alyssa Miller presented a quarterly investments summary; no action was taken. In public comment, resident Jim Glenn reported a strong odor in his neighborhood; City Manager Erv Suida asked that residents report any future occurrences to City Hall so staff can investigate.
The meeting closed without further substantive action at 7:33 p.m.
