Committee asks staff for head-count report after Recreation maintenance, hiring concerns

The North Royalton Finance Committee on Feb. 17 asked city staff to compile a departmental head-count report after members raised concerns about whether staffing declines have affected service levels.
Chair Gary Petrusky said he requested the data to determine whether staffing has fallen in specific departments and to provide a fact-based response to constituents who said services have declined. "I would like to see if there is a decrease in any one specific department," Petrusky said, urging a multi-year comparison (five years, three years, current) to identify trends.
Vice Chair Mary Gorjanc said staffing concerns surfaced in recent Recreation Board discussions and in comments from the Baseball Boosters, who were hesitant to fund an infield grooming machine if inadequate staffing would prevent it from being used. Gorjanc suggested the city consider offering more full-time rather than permanent part-time positions to improve recruitment and retention.
Mayor Larry Antoskiewicz told the committee that Recreation Department full-time staffing "has not changed" from earlier years and that the city relies on seasonal and permanent part-time help; he said recruiting summer help has become more difficult and the city is exploring options such as contracting grass cutting during peak months. Antoskiewicz said the city will present a staffing-level report at the March finance meeting.
Committee members asked that the forthcoming report include head counts by department over time so the council can determine whether declines are system-wide or concentrated in particular departments. The committee did not take formal action on staffing at the meeting.
