North Royalton Finance Committee moves fund correction and appropriations changes to council

The committee voted unanimously to advance Ordinance 26-33 (a fund-rectification) and Ordinance 26-34 (multiple 2026 appropriations adjustments) to the full council, and Finance Director Jenny Esarey outlined line-item changes including traffic signal work, police equipment and wastewater repairs.
The North Royalton Finance Committee on Feb. 17 moved two ordinances to the council agenda and approved the Jan. 20 minutes.
Finance Director Jenny Esarey told the committee the city received RITA income tax receipts through February and that the General Fund receipts were slightly below the proportional budgeted amount for the period; she recommended monitoring receipts for a few months before drawing conclusions. Esarey then detailed two items that the committee advanced.
First, Ordinance 26-33 would rectify a bookkeeping error: a deposit meant for the State Highway Fund (Fund 212) was duplicated in Fund 211. Esarey said correcting the allocation now will produce accurate entries for the audited financial statements. Chair Gary Petrusky moved the ordinance to the council agenda; Mr. Marnecheck seconded and the motion carried unanimously.
Second, Ordinance 26-34 would amend 2026 appropriations to accommodate several unbudgeted or reclassified items. Esarey listed the principal adjustments: $2,000 to offset additional training for FOP clerical staff; $15,000 for bulletproof vests and new-hire uniforms; $9,520 shifted from capital to lease payments for tasers; $70,000 for a traffic signal at Ridge Road and Akins Road; $10,000 for a lieutenant promotional exam; $10,000 for iPad docking stations; and a $360,000 carryover in Fund 466 (Vitalia) with a proposal to allocate $700,000 in TIF funds for Timber Ridge road repairs this year.
Esarey also described wastewater-related adjustments: an unexpected $50,000 pump replacement at Plant A, a $25,000 small-capital pool for the Wastewater Treatment Fund, and $75,000 entered to cover anticipated change-order overages on the Edgerton Road sanitary-sewer replacement (she said the engineer estimated the overage between $70,000 and $73,000). Esarey said the city will seek to increase a WPCLF Ohio EPA loan as needed and that any loan changes would return to council for approval.
Esarey noted several developer-related deposits are net-zero to the budget, including a $4,500 pavement-restoration bond for Valley Vista and a 5% cash bond required by that developer agreement; the city holds and returns those funds per the agreements.
Chair Petrusky moved Ordinance 26-34 to the council agenda; Vice Chair Mary Gorjanc seconded and the motion carried unanimously. The committee adjourned later in the meeting following a unanimous vote to close.
The council will consider Ordinances 26-33 and 26-34 at an upcoming council meeting.
