Elections supervisor recommends BallotVerifier purchase and modest FY27 budget increase

Irwin County Election Supervisor Ethan Compton presented the first draft of the elections office FY27 budget and recommended including a BallotVerifier service to host ballot images and cast-vote records.
Compton told the board the BallotVerifier vendor (Civera) would provide a county-branded website and store ballot images and cast-vote records from elections for which the office has images (starting March 2020 for their archive). He said a historical import would cost $3,000 with an annual subscription of $4,500 thereafter and that the service can perform optical-character-recognition (OCR) retabulations to assist transparency and speed responses to open-records requests.
The FY27 draft also anticipates modest raises for both the election supervisor and assistant supervisor, small increases for poll worker pay (no individual amounts provided), and line-item adjustments including a $7,800 increase for computer services, a $1,206 increase for operating supplies to prepare for a potential new voting system, and smaller net changes to FICA/Medicare, worker's compensation, communications, advertising, travel and dues. Compton said the FY27 draft totals an $11,282.05 increase (6.9%) over the FY26 budget but that the full amount is unlikely to be spent in full; the draft includes planning for a possible transition to a new voting system before the 2028 presidential cycle.
The board discussed the proposal; the BallotVerifier recommendation was presented as part of planning for transparency and workload reduction in fulfilling records requests. No formal adoption of the FY27 budget was recorded at this meeting.
