Smithville aldermen approve transfer-station permit, $450,000 budget amendment and multiple site, contract and personnel measures

The Smithville Board of Aldermen on June 3 approved a conditional use permit for a municipal solid-waste transfer station, adopted a $450,000 amendment to the FY2025 parks and storm-water budget and cleared several site, contract and personnel actions.
Alderman Marv Atkins moved to approve Bill No. 3060-25, granting Northland Recycle & Transfer a conditional use permit for a transfer station at 14820 North Industrial Drive; Alderman Ron Russell seconded. The measure passed on second reading with a 4–1 roll call, with Alderman Melissa Wilson recorded as the lone no vote. Mayor Damien Boley declared the ordinance approved.
The Board also unanimously approved Bill No. 3063-25, an emergency amendment to the FY2025 budget adding $450,000 to the Parks and Storm Water Sales Tax Fund expenditure budget; the measure was approved on both emergency (first) reading and second reading, with roll-call votes recorded as unanimous.
Other actions included unanimous approval to certify the April 8, 2025 municipal election results (Bill No. 3062-25) and unanimous first-reading approval for two code amendments: Bill No. 3064-25 (designation of county public-health officers) and Bill No. 3065-25 (amendments concerning connections to public sewers).
On Bill No. 3064-25, Alderman Ron Russell questioned whether newly annexed parcels in Platte County required additional coordination; Development Director Jack Hendrix responded that Platte County would be responsible for inspecting septic systems on parcels located in Platte County and that the change clarifies county inspection responsibilities.
The Board awarded Bid No. 25-09 for city tow services to GT Towing Service for the Nov. 1, 2025–Oct. 31, 2027 term, with an option for a one-year renewal; Alderman Marv Atkins moved and Alderman Melissa Wilson seconded, and the motion carried unanimously. The record of resolutions in this section contains inconsistent numbering (the transcript references successive resolution numbers in quick succession); the docket and staff paperwork should be checked for the authoritative resolution numbers.
The Board approved site-plan authorization for EZ Car Sales at 303 West Meadow Street and approved the Clay Creek Meadows First Plat final plat. On the final plat item Alderman Russell raised a question about wording that referred to "substantially deviate"; staff said the language was a clerical error and that the final plat does not substantially deviate from the approved preliminary plat.
The Board also approved employment agreements authorizing the mayor to enter part-time agreements with Robert Lemley and with Antonia Augustin; both agreements were approved unanimously.
There were no public comments. The meeting adjourned into executive session under Section 610.021(1, 2 & 3) RSMo. at 7:32 p.m.
What happens next: staff indicated the revised GFL trash contract will come back to the Board at the next meeting or the first meeting in July and that any contract documents and corrected resolution numbering will be provided with the agenda packet.
