North Royalton council approves appropriations, contracts and grants; alcohol rules sent to third reading

At its March 17 meeting the North Royalton City Council moved quickly through a slate of legislative items, unanimously adopting a series of resolutions and ordinances and placing two alcohol-related ordinances on third reading for future consideration.
Key actions adopted by unanimous roll calls (Yeas: Marnecheck, Coleman, Petrusky, Wojslaw, Gorjanc, Green) included:
- Resolution 26-41: Confirmed the mayor’s reappointment of Michael Zielinski to the Fair Housing Review Board, effective Jan. 20, 2026.
- Ordinance 26-53: Amendment to the original appropriations ordinance for fiscal year 2026 (transfers and additional appropriations); motion to suspend rules and adopt carried 6–0.
- Ordinance 26-54: Authorized an amendment to the agreement with Tyler Technologies, Inc. for software/hardware and services for the city’s financial management system in an amount not to exceed $64,250.21; adopted 6–0.
- Ordinance 26-55: Approved expenditure of opioid settlement funds up to $4,200 for police officer wellness at Hope Meadows; adopted 6–0.
- Resolution 26-56: Confirmed the mayor’s appointment of John Nickell to the Fair Housing Review Board, effective March 18, 2026; council discussed that Mr. Nickell would serve as a nonvoting member because he is a realtor.
- Ordinance 26-57: Amended prior ordinance accepting opioid settlement funds to include additional remnant defendants and directing placement of funds to Fund 202; adopted 6–0.
- Ordinance 26-58: Authorized the mayor to enter into an amendment to the FEMA grant award agreement (soil stabilization project east of Royalton Road and North Akins Road, Phase 2 construction); adopted 6–0.
- Resolution 26-59: Authorized advertising for bids for the Royalton Road stream restoration project (FEMA-DR-4507.45R-OH); adopted 6–0.
Two related ordinances introduced by Mayor Antoskiewicz regarding alcohol at city-owned or -controlled lands were placed on third reading for further consideration: Ordinance 26-51 (repeal and replacement of park alcohol rules, creating a new intoxicating beverages section) and Ordinance 26-52 (establishing fees for intoxicating beverages at events on city property). Public commenter Connie Mayer urged council against allowing alcohol sales on city property, saying “Alcohol has no usefulness in this area of festivities” and raising concerns about safety, enforcement and preserving family-friendly events.
Several items were adopted after motions to suspend rules requiring three readings; all recorded roll calls for adopted items were unanimous according to the meeting record.
