Mayor says internal probe recommends firing officer, demoting sergeant

Mayor Larry Antoskiewicz told the City Council on March 17 that, based on the Police Department’s internal affairs investigation, he has recommended terminating Officer Spencer Lowe and demoting Sergeant Flo Ann Rybicki to patrol officer.
"I have recommended that Officer Spencer Lowe be terminated from employment and that Sergeant Flo Ann Rybicki be demoted in rank to Patrol Officer," Antoskiewicz said. He added that, because further proceedings are likely, he must refrain from additional statements "that might interfere with the rights of the parties or the due process to which they are entitled."
The mayor said the recommendations were based on findings from the department’s internal investigation; council did not take formal action on the matter during the meeting. President Paul Marnecheck said council had received a large packet of investigation-related documents and that those documents are public record; Marnecheck said he is still reviewing them and intends to share them to inform the public conversation.
The council meeting record does not include any on-the-record response from the officers named or formal disciplinary votes at the March 17 session. The mayor indicated further proceedings are possible, which may include administrative or legal steps not resolved at the meeting.
