North Royalton council unanimously adopts consent agenda, grant application and multiple easement ordinances

North Royalton City Council on Feb. 17 unanimously adopted its Consent Agenda and approved a series of ordinances and resolutions, including a grant application for the Lytle Road waterline replacement project and multiple easement agreements with the Northeast Ohio Regional Sewer District.
On a seven-to-zero roll call the Council suspended the rules requiring three readings and referral to committee for Consent Agenda items and then adopted them. The Consent Agenda included approval of the Feb. 3, 2026 minutes and Resolution 26-30, authorizing the mayor to submit an application for a CWD Suburban Water Main Renewal Program grant for planning, design and/or construction of the Lytle Road waterline replacement project in the amount of $755,458.60.
Council also introduced and adopted a cluster of ordinances after suspending the usual three-reading requirement: Ordinance 26-32 (accepting State of Ohio reimbursement funds for police continuing professional training); Ordinance 26-33 (rectification of a misapplied deposit); Ordinance 26-34 (amending 2026 appropriations); and Ordinance 26-35 (amendments to Council's rules of order). Each received unanimous support.
The City adopted four related easement and right-of-way ordinances (26-36 through 26-39) authorizing the mayor to enter into partial assignment and assumption easement agreements and a permanent stormwater easement with the Northeast Ohio Regional Sewer District for specified parcels in Cedar Estates subdivisions and related permanent parcel numbers, all adopted by unanimous roll call.

Procedural notes: For each adopted ordinance Council moved to suspend the rules requiring three readings and referral to committee and then adopted each item by roll call. No separate public testimony was recorded for these items during the Feb. 17 regular session. The meeting adjourned at 9:21 p.m.
The minutes note that Ordinance 26-40 (conditional use for the assisted living facility) was discussed and placed on second reading at Council's discretion; the developer asked for additional time and Council agreed.
