Troy approves animal-shelter memorandum and several routine resolutions

The Troy City Council adopted a memorandum of agreement with the Saratoga County Animal Shelter and approved several routine resolutions during its Feb. 19 meeting.
Administration staff described the agreement as a lower-cost arrangement than the city's prior contract with Mohawk Hudson Humane Society and explained the city's interim use of a heated DPW garage to hold stray animals before the county shelter conducts intake. Council member Favreau and others asked the administration to provide city spending totals for animal shelter services in 2025 to allow a direct comparison; the administration said it would provide those figures to the council.
Council also adopted Resolution 27 commending the Troy Division of the Ancient Order of Hibernians for community service and amended and approved Resolution 28 proclaiming March 2026 as Women's History Month (the council added language recognizing the national theme "the power of support"). All items were adopted by voice vote recorded as 6-0.
The council directed the departments involved to provide follow-up budget and contract information where requested and to coordinate implementation of the MOA with Saratoga County.
