Operators and performers warn sound ordinance is dimming downtown cultural life

"It was completely asinine to think that in a mixed district for commercial and residential use our mayor decided so," she said, adding that national averages show a meaningful portion of restaurant and bar revenue occurs after 9–10 p.m.
Other speakers said the change reduced downtown energy and persuaded artists to relocate performances to Albany. Advocates asked the council to put the sound rule to a public vote, to analyze economic impacts and to consider targeted mitigation (noise‑management plans, decibel limits with exemptions for permitted events) rather than a blunt early‑curfew approach.
Next steps requested by speakers: council guidance on whether the ordinance was enacted by council vote or by mayoral directive; a public review of the ordinance’s economic impact; and options for permitting or conditional exemptions for performance venues.
