Erica, a county staff member who presented the ordinance, said the amendment increases state grant revenue by $79,000, recognizes a Bryant Road FEMA project amount of $733,460.56, and incorporates $27,829.15 in general-fund cash balance figures. The read ordinance was introduced as Ordinance 2026-05 and presented as a first reading; the court did not adopt the ordinance at the meeting.
The $413,000 road grant (identified in the meeting as LAR funding) will be used to pave Big Bear Highway, a county official said. “We was awarded $413,000 for paving. So we’re going to be paving Big Bear Highway with that money,” Roy said. Staff reported trees have been trimmed and the project will be scheduled with Smith Paving once the agreement is fully executed and returned by Emily Hatfield.
The ordinance also recognizes a $79,000 crumb-rubber grant for park improvements. Brian Harper, identified in the meeting as the park director, and Josh Wagner of Miracle Playgrounds were thanked for their work on the project; staff said the playground installation is nearing completion.
County staff also noted the county’s package plant project is still awaiting state approval before it can be put out to bid. The meeting record states the engineer warned approval could take considerable time.
Because Ordinance 2026-05 was presented as a first reading, the court did not adopt it at the meeting; further action will require a subsequent reading or vote according to the court’s procedures. The court approved separate ministerial items that will fund or implement portions of the budget amendment — for example, signing the grant agreement for the road grant — at the same meeting.
Next steps: staff will forward the signed paperwork to the contact named in the meeting, after which the county expects to schedule paving with the contractor.
