Rowley MLP manager reports: solar growth, fewer shutoffs and construction progress; board accepts prior minutes

At the Sept. 11 Rowley Municipal Lighting Plant meeting, General Manager Matthew Brown provided routine operational updates and commissioners completed several procedural votes.
Brown reported the municipal solar program now includes 35 systems and that staff continue to receive customer inquiries. He said the most recent round of shutoffs was completed on Sept. 4 and that the account list subject to shutoff has been shrinking; the next planned shutoff date is Oct. 2. Line staff are nearing completion of the Ocean Avenue project (95% finished), and two private underground developments — Osprey Lane (across from Simard’s on Route 1) and Danielsville on Daniels Road — are under construction and privately funded.
Brown also said work has started on Powerhouse Lane to prepare for a new transformer and that the town moved to Northshore Regional Dispatch on Aug. 1; the transition has handled multiple calls as expected. RMLP personnel provided mutual aid to Kennebunk, Maine, in late August (one truck and two linemen). Staff participated in community events such as vehicle night at Pine Grove School and will distribute the second quarterly newsletter with this month's invoices.
Procedurally, the board accepted corrected minutes for the June 18 and July 18, 2024 meetings after motions by Commissioner Bryan DiPersia and seconding by Commissioner Mark Cousins; roll‑call votes recorded each commissioner voting "I." Mark Cousins moved to adjourn at 6:32 PM; Bryan DiPersia seconded and a roll‑call vote carried unanimously.
No controversial issues arose during the meeting and no executive session was held.
