Commissioners get update on proposed battery-storage project; shared-savings terms expected to mirror prior deal

At its Sept. 11 meeting, the Rowley Municipal Lighting Plant commissioners received an update on a proposed battery‑storage installation being advanced with Energy New England and Citizens.
Commissioner Danby Whitmore said Energy New England’s representative, Dave Cavanaugh, has submitted the necessary request for ISO screening on Rowley’s behalf and that Citizens have agreed to honor previously negotiated shared‑savings terms. Whitmore said the next step is to determine where the unit will be sited so the project team can produce a detailed layout plan based on a land survey. Manager Matthew Brown said he has been coordinating with town departments and that project details have been discussed in prior meetings.
Commissioner Mark Cousins cautioned that the substation yard has space for only one battery project and said any deal should deliver shared savings comparable to the prior MMWEC proposal, which he described as roughly a 50/50 split. Commissioner Bryan DiPersia urged transparency and said staff should schedule necessary meetings and complete any required applications.
The board did not take a formal vote on the project during the meeting. Commissioners and staff agreed to continue coordination, obtain a site plan from Citizens, and pursue ISO screening and departmental reviews before returning with recommendations or formal approvals.
