At its Jan. 13 meeting, the Howell City Council approved a slate of routine and substantive items by unanimous votes.
The council approved the Consent Agenda on a motion by Jan Lobur, seconded by Luke Wilson. During the meeting the council approved Michigan Traffic Control Order No. 302 (motion by Nikolas Hertrich, seconded by Erin Britten) to establish no-parking signs on McPherson Street, Liberty Street and Griswold Street to relieve congestion.
On infrastructure and environmental items the council approved HRC’s professional engineering proposal for the TMF grant project to replace lead service lines, not to exceed $152,950 (motion by Hertrich, seconded by Wilson); the council confirmed funds were included in the grant. The council also approved GHD’s proposal to perform annual monitoring and sampling for the Lucy Road site in accordance with the NFA report for an amount not to exceed $44,250; the City will be responsible for 40% of those costs (motion by Hertrich, seconded by Schlittler).
During closed session the council addressed pending litigation ITR Investments v. City of Howell and, upon reconvening, voted (motion by Erin Britten, seconded by Jan Lobur) to settle that Tax Tribunal matter by setting the 2024 fair market value at $1,487,400 with taxable and state equalized value at $743,700; the settlement includes a provision that no interest will be paid on refunds to the petitioner. Earlier in the meeting the council entered closed session to discuss litigation and later again to discuss City of Howell v. JAC Properties/Currie and the City Manager’s evaluation.
Following closed session the council authorized the Mayor and Clerk to sign the City Manager Employment Agreement dated Jan. 13, 2025 (motion by Jacob Schlittler, seconded by Alex Clos). The meeting adjourned at 8:52 p.m.
