The Howell City Council on Jan. 13 tentatively awarded two major construction contracts related to downtown redevelopment.
Council Member Jan Lobur moved, and Alex Clos seconded, to tentatively award the Depot Lot Reconstruction contract to C.E. Gleeson Constructors, Inc. of Troy for an amount not to exceed $8,277,000. The award is contingent on approvals by the Michigan Economic Development Corporation (MEDC) and the U.S. Department of Housing and Urban Development (HUD) as noted in the motion; the motion carried 7-0.
Separately, on a motion by Erin Britten, seconded by Luke Wilson, the council tentatively awarded Parking Lot #10 to Fessler & Bowman, Inc. of Holly for an amount not to exceed $1,675,164.85. That award is expressly contingent upon full approval of the Depot Lot project. The motion carried 7-0.
Both items were presented as tentative awards, with contingency language tying the contracts to external funding or regulatory approvals. The council’s actions authorized staff to proceed with contract steps subject to those contingencies but did not authorize final contract execution absent MEDC/HUD acceptance and any additional required approvals.
Why it matters: the Depot Lot is a large capital reconstruction project with a multi-million-dollar price tag; the associated Parking Lot #10 award is tied to Depot Lot approval, meaning delays or changes in MEDC or HUD review could affect local construction and parking plans.
Provenance: Contract awards and contingencies appear in the official minutes for Jan. 13 and are recorded in the meeting transcript (SEG 002).
