Hempfield planning commission forwards WCHA solar project to supervisors with bond and signage conditions

The Hempfield Township Planning Commission unanimously moved June 3 to forward the WCHA Hempfield solar project to the Board of Supervisors after hearing that most contingencies are complete but several remain.
William Werkeiser of Morris Knowles & Associates told the commission that all but four contingencies have been met and that the project will require two bonds: one to secure public improvements and a second to cover decommissioning of the solar panels at the end of their useful life. Township staff member Matthew Pernelli requested that visible on-site signage list whom to contact and what to do in case of an emergency related to the installation.
Member John Kertes moved and Brian Prenovitz seconded the motion to forward PA-26-9 to the supervisors pending completion of outstanding contingencies; the vote was 6-0.
According to the applicants, remaining items are primarily administrative or third‑party signoffs; the commission did not set bond amounts at the meeting. The next step is supervisor review, where the board may set bond amounts, approve conditions or require additional modifications.
