Council hears $300,000 casino-fund request for chip/seal program and unanimously approves bituminous equipment purchase

Jason Copeland of the Jefferson County Highway Department asked the council May 12 for an additional appropriation of $300,000 from Casino Revenue Fund 7303 to ‘jump-start’ a countywide chip/seal program and support conversions of certain gravel roads to surfaced roadways. Copeland also requested a budget transfer of $169,184 between two line items (from 1176.23310.00000.0531 to 1176.44230.00000.0533). The appropriation request will be advertised and available for a council vote at the June 2026 meeting.
Separately, the council voted unanimously to approve the purchase of bituminous road equipment. Council member Pam Crozier moved to approve the equipment purchase; Ray Black seconded and the motion carried 7–0.
